Here is a spelling rule with exceptions for the /ow/ sound. In the beginning of the word, /ow/ is spelled as ou with some exceptions like own, owl. At the end of the word, /ow/ sounds is spelled as ow like now, cow, how. There is no hard rule when sound is heard in the middle. If the word rhymes with down such as town, clown, frown, brown, drown, we use ow. It can be ou for words like loud, about, pout, pound, couch, bound, count.
