Rigo Mortise on Instagram: "Today approx 11am. As we were driving, we noticed traffic was abnormally congested on the side streets. We heard sirens coming from the 880 and noticed that traffic was completely stopped. As I drove on the overpass, we looked over and saw this insanity. So we made our way over and recorded this. We don’t know if the driver was impaired or not, but he wasn’t there for long. I’m sure we’ll find out more details soon. #oakland #caraccident #bigrig"
